Background of the Study

Grassroots governance is the foundation of democratic participation, enabling citizens to engage directly in decision-making processes at the local government level (Adebayo & Yusuf, 2024). In Nigeria, the 1999 Constitution (as amended) provides the legal framework for local government administration, recognizing it as the third tier of government responsible for delivering essential services, fostering development, and promoting public participation in governance (Okonkwo & Ibrahim, 2023). However, despite constitutional provisions, local government autonomy remains weak, with excessive state interference, poor funding, and corruption hindering its effectiveness (Bello & Usman, 2024).

In Lafia Local Government Area, Nasarawa State, grassroots governance faces numerous challenges, including political interference, limited financial resources, poor service delivery, and weak institutional capacity (Mustapha & Aliyu, 2024). The state government's control over local government finances and decision-making undermines democratic governance at the grassroots level (Obi & Mohammed, 2023). This study investigates the effect of constitutional law on grassroots governance, assessing its effectiveness in promoting local democracy, accountability, and development in Lafia LGA.

1.2 Statement of the Problem

Despite constitutional guarantees for local government autonomy, grassroots governance in Nigeria remains ineffective due to political interference, financial mismanagement, and weak institutional capacity (Olawale & Hassan, 2024). Many local governments lack the resources and independence to effectively deliver essential services and foster development (Adebayo & Yusuf, 2024). In Lafia LGA, issues such as poor infrastructure, inadequate healthcare, and lack of civic participation highlight the limitations of constitutional law in ensuring effective grassroots governance (Yakubu & Ibrahim, 2023). This study examines the extent to which constitutional law influences grassroots governance and the factors that hinder its full implementation.

1.3 Objectives of the Study

  1. To examine the role of constitutional law in promoting grassroots governance in Lafia LGA.

  2. To identify the challenges affecting local government autonomy and effectiveness.

  3. To propose legal and institutional reforms to enhance grassroots governance.

1.4 Research Questions

  1. How does constitutional law influence grassroots governance in Lafia LGA?

  2. What are the key challenges affecting the effectiveness of local governance?

  3. What reforms can strengthen local government autonomy and service delivery?

1.5 Research Hypotheses

  1. H₀: Constitutional law has no significant impact on grassroots governance in Lafia LGA.

  2. H₁: Weak enforcement of constitutional provisions contributes to poor local governance.

  3. H₂: Strengthening constitutional and financial autonomy enhances grassroots development.

1.6 Significance of the Study

This study is valuable to policymakers, local government administrators, civil society organizations, and scholars, offering insights into the role of constitutional law in grassroots governance. The findings will help address challenges hindering local government autonomy, efficiency, and accountability, contributing to policy reforms that enhance grassroots participation and service delivery.

1.7 Scope and Limitations of the Study

The study is limited to Lafia Local Government Area, Nasarawa State, focusing on constitutional law, local governance, and service delivery. Possible limitations include difficulty accessing local government records and data.

1.8 Operational Definition of Terms

  1. Grassroots Governance: The administration of government activities at the local level, ensuring community participation.

  2. Local Government Autonomy: The ability of local governments to function independently without undue interference from the state or federal government.

  3. Decentralization: The transfer of powers from central to local governments to improve governance efficiency.
